The Division of Procurement and Contract Management is currently seeking a Senior Procurement and Contract Officer. The incumbent will support the mission of the agency and is responsible to manage the solicitation lifecycle (Request for Proposals, Invitation for Bids, and Sole Source procurements) for high dollar, complex healthcare and healthcare administration projects. This includes, but is not limited to the issuance of solicitation, receipt of proposals, evaluation of technical proposals, analysis of cost proposals, negotiations, documentation of the file, awarding of contracts and the processing of electronic eVA purchase orders. Other duties will include processing orders utilizing the small purchasing procedures, use and reconciliation of a small purchase charge card and other administrative duties as required supporting the agency's mission. The incumbent shall ensure procurements are completed in accordance with the Code of Virginia, the Agency Procurement and Surplus Property Manual, the BUYIT manual and DMAS policies and procedures.  
Minimum Qualifications
The successful incumbent will have comprehensive knowledge of the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM) (the VITA Buy-IT Manual is also preferred). Demonstrated ability to develop, negotiate, and manage large scale/high-risk procurements (RFPs) and possess strong contract administration skills and techniques to modify contracts. Demonstrated ability to develop, manage and maintain a contract database of contract value, invoice, and payments. They must have a proven the ability to effectively communicate both orally and written with all levels of management, and have the ability to establish and maintain an effective working relationship with contract staff, division managers, executive management, other state agencies and vendors. They will have strong business level experience with personal computers, with proficiency using word processing and spreadsheet software applications(i.e.: MS Excel, MS Word). Graduation from an accredited college or university with a major in management, business administration, public administration, accounting or a related field, or the equivalent experience in procurement, contracting or federal acquisition is required  
Preferred Qualifications
VCO or VCA is preferred but other state or federal government work experience may substitute Virginia contracting certification. Health care/medical/insurance experience is a plus. This position is mainly administrative and may require lifting up to 20 pounds.  
Special Requirements
VCO certification is required within one year of start or as soon as practicable based on course availability. Pursuant to Sections 2.2-3115 and 2.22-3115 of the Code of Virginia, this position has been designated to file a Statement of Economic Interests Form at the time of employment and semi-annually thereafter. Additionally, Conflicts of Interest training must be completed within two months of employment.
