The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $60+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. OIM’s staff are all based in New York, but come from over 30 countries.

This position is located in the Legal Team within the Office of the RSG. The incumbent reports to the Legal Officer.

Within delegated authority, the Associate Legal Officer may be responsible to assist the Legal Officer in connection with the following duties:

• Reviews of a wide range of agreements and documents relating to the investment of multiple classes of assets in global public and private markets.
• Coordinates highly complex international investment transactions in sectors such as private equity, real estate and infrastructure.
• Interprets legal instruments and legislation as well as UN, UNJSPF and OIM rules, regulations and policies.
• Conducts legal research on a diverse range of assigned issues relating to investment management, pension funds and other areas of specialization using multiple research sources; selects relevant material, analyzes information and presents findings for internal review.
• Assists the Legal Officer in the review of legal documents, instruments, or other material; identifies important issues, similarities and inconsistencies, etc.
• Assists in the preparation of drafts of background papers, studies, reports, etc.
• Performs other duties as assigned.

• Professionalism: Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents. Familiarity with business law and practice in the context of commercial or corporate matters. Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. A first-level university degree in law is required. An advanced degree in law with specialization in international commercial and corporate law is desirable.

A minimum of two years of progressively responsible experience in law, acquired at a law firm, or at the legal department of a corporation, government, or an intergovernmental organization, is required.
One year of working experience in commercial or corporate law is desirable.
Experience working with an intergovernmental organization is desirable.
Experience with commercial civil ligation is desirable.
Legal experience with investments in global public and private markets in the context of a pension fund is desirable.

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is proposed to be funded by General Temporary Assistance funding in 2021 and is subject to approval by the General Assembly. If approved, this position is for an initial period of one year, with possibility of extension, which is subject to extension of the mandate and/or the availability of the funds.

• Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
