PROGRAM/DEPARTMENT SUMMARY

Mercy Corps has worked across Iraq’s 18 governorates since 2003, implementing relief and development programming, more than a third of which has focused on the specific needs of refugees and displaced persons. Mercy Corps Iraq’s goal is to work with civil society, public and private sector partners to meet immediate needs and reduce longer-term vulnerabilities of communities within Iraq. Mercy Corps Iraq focuses on (1) providing humanitarian assistance to conflict affected populations to meet basic needs, maintain human dignity and facilitate self-empowerment; (2) supporting income-generating opportunities that transition individuals and households from financial dependency towards financial independence while facilitating market-system approaches; (3) working with young females and young males to address their diverse needs, promoting leadership and linkages with civil society, as well as access to education, psychosocial support, and economic opportunities; and (4) promoting reconciliation and foster trust across community divisions by strengthening conflict management and prevention mechanisms and enhancing social cohesion. Mercy Corps runs a portfolio of WASH programming that reach over 400,000 individuals per year. Our WASH programming includes work inside and out of camps with interventions that include: rehabilitation of water treatment plants, development of water networks, eVouchers for hygiene kits and water trucking, hygiene promotion, solid waste management, NFI distributions, water trucking, reverse osmosis units, drainage, rehabilitation of latrines and showers, and maintenance of all WASH infrastructure. Our work includes acting as the main WASH actor in IDP camps. We aim to expand our portfolio of humanitarian programming to include water resource management, including good governance approaches to ensuring strategy, proper resourcing and technical expertise to better manage water resources in country.

The Iraq WASH program is an ambitious program currently funded by OFDA at $+17 million implementing large scale WASH programs in 7 governorates.  The program has very aggressive schedule and ambitious goals to deliver over at least1 water network in camp, 10 water treatment plant rehabilitation in out of camp settings, 28 schools and 14 PHCs WASH infrastructure rehabilitation, 2 drainage networks/ treatment plants rehabilitation in out of camp and 1 drainage network in camp, 4 RO units at community level and 270 RO units at household level and other projects. The senior engineer will be responsible to supervise and manager the engineering team and implement the WASH programs on time, budget, and high quality. The senior engineer will also be responsible to mentor the existing engineering team and increase their capacity for the assessment, design, and implementation of high quality infrastructure project. 

GENERAL POSITION SUMMARY

The Senior Engineer is responsible for all Engineering and infrastructure aspects of the WASH projects in 7 governorates of Iraq and supporting other sectors om case to case basis as per request received. Senior Engineer will supervise engineering team and work closely with other program staff to select projects, develop project designs and/or supervise engineering companies to do so and ensure quality and timely implementation of infrastructure projects. In addition to overall technical project implementation and management, the Senior Engineer will work closely with local authorities, other privet/public organizations and other stakeholders to build their capacity on O&M of the rehabilitated/constructed structures. Due to the current Global conditions, this is a remote position. 

ESSENTIAL JOB FUNCTIONS

  • Under supervision of Program Director WASH, the Senior Engineer will work together with the engineering team, and consultants to ensure that all WASH infrastructure projects are implemented in the selected communities.
  • Senior Engineer should have full knowledge of designs of WASH projects including pump stations, pipelines, water treatment plants, civil, mechanical and electrical works and sanitation facilities.
  • He/she is responsible to assist in selection of projects, preparing design, cost estimation, preparing work plans, implementation of the infrastructure projects and conducting market assessments / price monitoring (on annual basis or as needed)
  • He/she is responsible to develop documents for donor approvals as per donor guidelines, update drives and trackers with updated status,
  • In coordination with program leadership, M&E team, communities and construction companies will ensure quality and timeless of all projects.
  • Conduct frequent site visits to determine any deviation and challenges, and suggest appropriate solutions.
  • Prepare technical specification for infrastructure projects.
  • Prepare all technical documentation for the tendering process (if requested, then be part of the tender process as well).
  • Initiate master service agreements process for infrastructure (Review existing drawings, BoQs, develop new drawings and technical documents, initiate tender process etc)
  • Provide construction management supervision including oversight of work onsite, materials testing, report development, verification of quantities, processing payment requests and handover procedures.
  • Provide feedback to the Monitoring and Evaluation system in order to assess the effectiveness of the projects and impact, and propose recommendations for improvements.
  • Identify training need, develop capacity building plan (for WASH team and individual plans for key WASH staff as identified by Program Director WASH), and deliver capacity-building activities both for the program engineering team as well as for program participant,
  • Develop capacity building plan for interns (40), local sub award NGOs (at-least 2),
  • Develop SoP for working with private entities in Iraq for research purposes and activities related to grey water treatment, re-cycling etc,
  • Develop detail remote monitoring plan and Q&A plans samples for the infrastructure rehabilitation related activities,
  • Develop guidelines on essential tests to be carried out prior to infrastructure or rehabilitation activities,
  • Develop guidance notes on how to ensure specifications, drawings and technical documents prepared for tender process (guidance note, check list, etc).
  • Organise training for WASH teams based in 7 governorates,
  • If required, conduct training for pre-qualified vendors/ contractors (as needed)
  • Conduct training for directorate of water staff, sub award NGOs, and interns selected under internship activities under the award,
  • Ensure full adherence to the MC security plans and protocols conscientiously respecting the declared 'go' and 'no-go' zones.
  • Work with Program Director WASH to coordinate and communicate with local authorities, program third party monitoring consulting firm, donor and other implementing partners to avoid overlapping and obtain all necessary no objection certifications.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian/development mission in Iraq.
  • Prepare site visit and quality check reports and contribute to overall program reporting to the donor and the government. 
  • Ensure and maintain a proper filing system as both hard copies and soft copies.
  • Assist in development and evaluation of subcontracts with technical experts outside of Mercy Corps,
  • Working closely with Mercy Corps ethics team to support them to conduct spot checks to ensure infrastructure projects are as per technical documents and donor guidelines are followed,
  • Identify staffing needs within the technical team and coordinate with office leadership to review CVs, interview candidates and recommend new hires.
  • Lead QA/QC process ensuring all technical reviews are conducted according to best practices.
  • Ask Program Director WASH to leverage technical support from HQ’s Infrastructure Unit.
  • Backstop to Program Director WASH during absence.
  • Other duties assigned by supervisor.

Maintenance of relations

  • Maintain clear and open lines of communication with other technical staff of implementing partners.
  • Supervise all infrastructure related activities in the assigned area.
  • Supervise overall construction work of all infrastructure projects in the assigned area.
  • Supervise the infrastructure team to ensure production of quality design, technical specifications, and quality construction.

General Mercy Corps

  • Ensure program activities and focus fit into the MC Iraq Strategic Framework and provide input into the Strategic Framework.
  • Adhere to Mercy Corps’ security procedures and Iraq-specific security protocols;

Direct supervision of the engineering team as determined during deployment.

REPORTS DIRECTLY TO: 
Program Director WASH

WORKS DIRECTLY WITH:
Program Director, Procurement department and if requested with technical personnel of hired engineering and construction companies and monitoring consulting firm.

KNOWLEDGE AND EXPERIENCE

  • BSc or Master Degree in civil engineering with significant knowledge and experience in the design and construction of water and sanitation facilities.
  • At least 10 years of experience in design and implementation of various community WASH and infrastructure projects. Strong organizational and communication skills.
  • Ability to interact effectively with international and national personnel.
  • Excellent oral and written skills in English and Arabic languages.
  • Experience in developing clear and concise construction documents for tender.
  • Experience in reviewing tenders and developing recommendation for award.
  • Strong construction management experience including ability to review contractor work plans, budgets and work progress.
  • Strong back ground in leading capacity building initiatives, and quality control,
  • Strong computer skills on MS Office programs.
  • Demonstrated ability to multi-task and process information into action to not delay program activities.
  • Strong ability and demonstrated experience in mentoring and building high performing engineering teams
  • A clear understanding of assets, transport, property ethics and donor compliance is essential.
  • Knowledge and experience of USAID and OFDA funded projects is plus.
