Job Description
Supervises department employees, which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides guidance and direction and technical expertise. Ensures departmental compliance with all applicable codes, laws, rules, regulations, mandates, standards, policies and procedures; initiates any actions necessary to correct deviations or violations; Directs and manages services and activities related to family services, including child and adult protective services, foster care, child care or other programs and services; oversees case management and investigations; assists with the identification of issues and concerns; helps to develop strategies to address case issues; formally approves investigative findings. Develops and implements programs, policies and procedures; monitors services delivery and implements organizational changes necessary to achieve goals and objectives; implements and monitors new and/or revised service programs or delivery methods; participates in community planning and development of new resources jobs and community work sites. Consults with attorneys and other experts when needed to determine best course of action, including reviewing and co-signature on written reports and case plans; Build and maintain cooperative working relationships with other human services agencies for the purposes of collaboration. Develops and runs statistical reports; identifies items needing statistical tracking; creates and implements tracking systems and data entry; utilizes reports to research and write relevant sections of the annual report. Manages the division budget; develops and defends division budget; monitors expenditures against approved budget; purchases tools, supplies, and resale items; maintains related documentation. Receives and/or reviews various records and reports, CPS referrals, Court Orders, Foster care reports, investigation reports, Policy and procedure changes such as electronic mail, request for City parks and fields, presentations, complaint letter, and reports from the Police department. Prepares and/or processes a variety of documentation such as presentation, reports, standard operating procedures, budget and performance measures, and grant documentation. Refers to policy and procedures, resource information, policy and procedure manuals, computer manuals, codes / laws / regulations, publications and reference texts, etc. Operates a vehicle, personal computer, printer, etc. Uses a variety of tools such as standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as Oasis, Adapt, Microsoft Word, Microsoft Excel, Microsoft Outlook, etc. Interacts and communicates with various groups and individuals such as Social Services Director, Family Service Specialists, attorneys, school counselors and administrators, outside agencies, and the general public. Performs public relations duties; develops and present workshops locally and nationally; develops and writes stories, press releases, and information packets for media; represents the City at various functions for speaking engagements. Assists other staff and positions as needed. Performs several administrative/clerical duties as required including preparing reports and correspondence, entering and receiving computer data, copying and filing documents, reviewing correspondence, etc. Performs other related duties as assigned.  
Minimum Qualifications
Minimum of a Bachelor's degree in Human Services field or minimum of a Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia). Considerable knowledge and experience in supervising, training Family Service Specialists, assistants and others; casework supervision principles and practices; evaluating social service programs, program budgets, policies, procedures, prepare reports and regulations relating to various direct service programs; applies appropriate human resource practices in the supervision of unit. Skills using standard office tools, office computer software such as Microsoft Word, Microsoft Excel, Microsoft Outlook, Google, etc. Demonstrated ability to plan and manage work activities and assist others in their planning management; develop programs and procedures; make decisions in difficult situations; communicate effectively both orally and in writing; apply treatment and intervention approaches; interpret laws, policies and regulations and train, evaluate, lead and develop subordinate staff. Demonstrate knowledge and/or experience in supervisory principles and techniques, ability to plan and manage work, ability to make decisions in difficult situations Experience working with community partners, such as law enforcement, school system, community services board, private providers, Family Assessment and Services Team, faith based entities, civic groups and organizations. Must possess and maintain a valid Virginia driver's license. Considerable experience of CPS, Prevention, Foster Care, Adoption, Adult Protective Services, Adult Services, and Child Care programs.  
Preferred Qualifications
Considerable experience in Child Protective Services/Child Services Programs. Completion of required training programs. Any combination of training and experience which provides the required knowledge, skills and abilities. BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable. Possession of a BSW or MSW degree and Commonwealth of Virginia Social Worker license are desirable. Considerable knowledge of state child welfare system (i.e. OASIS) and adult welfare system (i.e. Peerplace. MSW degree is highly desirable.  
Special Requirements
Applicants will be subject to Criminal History Background search, Central Registry search, DMV/driving record check, and or pre-employment drug screen. The investigation may include: fingerprint checks (State Police , FBI) local agency checks, employment verification and references, verification of education (relevant to employment) credit checks(relevant to employment) and other checks requested by the hiring authority. All offers of employment are contingent upon satisfactory results of the required checks and screenings. Must be willing to report for shelter duty during community disasters and/or emergencies. Driving record must meet agency standards.
