Associate Director of Mental Health Services

Mental Health Unit Chief

Summary of position

Under direction of the Director of Mental Health Administration, this full-time position oversees and is responsible for the daily mental health operations and quality of care delivery in one or several of the 12 jail facilities in New York City. Approximately 25% of new admissions per year to the NYC jail system will receive care on the mental health service. The service strives to provide safe, holistic and evidence-based therapeutic interventions for the diverse range of mental health issues that face the population, from serious mental illness to the natural struggles that accompany incarceration. The service provides some of the most comprehensive and unique treatment modalities in the country, including specialty housing units for individuals with serious mental illness, a 24-hour on-call psychiatric service, robust creative arts programming, a strong DBT training program, clinics in each of the facilities, substance use treatment, integrated re-entry services, and relationships with multiple training institutions throughout the city.

This position is the lead manager in each facility and will work in close collaboration with other clinical leaders in the respective facility, including the Senior Psychiatrist and Clinical Supervisors, and will interact on a regular basis with multi-disciplinary health care providers including pharmacy, medical, nursing. Regular interaction with facility Department of Correction (DOC) leadership is expected in order to create as collaborative a work environment as possible to maintain and improve conditions. A major component of this position will be providing effective, inspiring, and clinically-informed administrative leadership and organization.

Responsibilities Include

  • Monitor and coordinate admissions and discharges to and from the mental health service in the respective facility and communicate efficiently and accurately with central administrative personnel.
  • Design, implementation and ongoing review of relevant procedures, policies and operating manuals.
  • Participate in the innovative development of meaningful policies, standards, rules and expectations pertaining to the coordinated delivery of mental health services.
  • Actively manage and coordinate relevant quality improvement initiatives and report progress and plans of action to the Chief of Service on a monthly basis.
  • Lead at least monthly interdisciplinary mental health staff meetings
  • Attend and actively participate in multiple interdisciplinary meetings per week, both within the mental health and with other services, including DOC 
  • Direct personnel management of facility-specific administrative and, if appropriate, clinical staff, including setting quality standards, establishing effective recruitment and retention strategies, managing workforce complaints, and providing opportunities for mentorship and professional growth.  
  • Supervise the collection and appropriate dissemination of statistical reports, staffing patterns, bed utilization, timesheets and payroll activities.
  • Ensure adequate multi-disciplinary mental health staffing in the facility
  • Maintain on-call availability for urgent or emergent issues that arise off-hours
  • Other duties as assigned by the Director of Mental Health Administration or her/his designee

Department Preferences

  • Excellent interpersonal communication skills and ability to work collaboratively with other disciplines, including DOC staff
  • Experience with quality improvement practices in health care settings
  • Strong leadership skills with ability to identify staff needs and provide mentorship and education to suit those needs
  • Excellent organizational skills, including working knowledge of database and spreadsheet design and maintenance
  • Strong clinical skills working with individuals with mental illness

Qualification Requirements:

  • Education
  • Licensed Mental Health Clinician (LMHC) or Licensed Master’s Degree in Social Work (LMSW)

     

  • Experience
  • Four (4) years of increasingly responsible experience in hospital or health care administration, with particular emphasis on development and evaluation of mental health delivery services; and
  • Two (2) years of experience working in a criminal justice setting

     

  • An equivalent and satisfactory combination of education and experience may be considered

     

  •  



    Minimum Qualifications

    1. A Master’s Degree in Art or Science with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in hospital administration from an approved college or university; and,
    2. Five years of administrative experience and background at responsible management and administrative levels; or,
    3. An equivalent combination of training, educational background and experience in related fields and educational disciplines; and,
    4. Knowledge of fundamentals of health care facility organization, administration and standards, regulations and laws applicable to halth care facility operations. Knowledge of principles of business and human resources administration, management functions and support service functions and ability to direct and supervise personnel.
