Job Description
VDOT is seeking an Operations Engineer to lead and coordinate the identification, prioritization, planning, programming and project development for operations programs. Provide program planning, management support, and data analysis for regional operations staff. ?Annual Operations Plan - Develop and support the divisions annual Operations Plan. Including the TSMO, assigned business plan items, required general assembly reports, and other required operations performance reports. Manage Annual support for the Operations Plan. Coordinate with appropriate operations staff to remain abreast of asset conditions, historical benefit cost trends, funding use and regional priorities. ?Strategic Plans and Performance Management Initiatives - Develop and track key performance management indicators for the operations program. Provide substantial oversight in analyzing business functions of each section to integrate with the strategic plan. Liaison between regional operations, district offices, and central office. ?Special Programs - Manage special program initiatives and projects as assigned. Serve and represent the region on various committees and work groups. ?Operations Planning ? Lead, participate, or facilitate planning studies for the operations program. Establish goals, action items, milestones and deliverables. Ensure alignment with existing transportation planning strategies and studies including but not limited to VDOT and OD business or operational plans, corridor studies, fire and life safety system reports, general assembly studies and FHWA requirements. Identify and obtain consensus with stakeholders. ?Operations Policy Oversight ? Review assigned operation program policy documents as needed. Ensure technical accuracy and administrative compliance of assigned documents. Ensure technical reviews and approvals obtained by subject matter experts. Identify and obtain consensus with applicable stakeholders. Provide bench marking studies. ?Operations Budgeting ? Develop or assist with the data collection to support future budget program. Collect background information, prepare and submit operation needs for the Department. Develop, monitor and oversee modeling efforts to estimate operational costs based on performance metrics. Consult with Regions to develop accurate needs and to provide analytical services. ?Operations Performance Metrics ? Develop and support the operations program performance measures, methodologies, and targets including system performance and asset conditions for ITS technologies and special facilities. Research best practices. When necessary, calculate performance statistics. Identify, evaluate, and update data sources and evaluation tools. Conduct special analysis. Conduct outreach efforts regarding the performance measurement efforts. ?Program Management ? Serve as support for recurring operations program committees. Facilitate meetings and ensure required members and resources are available. Facilitate meetings and ensure required members and resources are available. Minimum Qualifications
?Experience applying leadership and management practices. ?Skill in providing and promoting good customer service to internal and external customers. ?Experience in monitoring and analyzing budget data and performing strategic and short range forecasting. ?Experience in using financial management systems, software and technologies for the purpose of project management and spreadsheet development and analysis. ?Ability to effectively plan and manage efforts through others. ?Ability to negotiate outcomes and work with diverse customer groups. ?Ability to communicate effectively both orally and in writing. ?Ability to represent the region at statewide, regional, and other committee or work group meetings. ?Ability to evaluate, develop, and maintain innovative solutions for operations initiatives. ?Valid Driver's License.  
Preferred Qualifications
?Experience in transportation and system engineering, intelligent transportation systems and construction management practices. ?Experience in program, resource and workload management processes and strategic planning techniques. ?Experience in highway field maintenance and traffic operation practices and procedures. ?Knowledge of VDOT, state, and federal policies and procedures relating to traffic engineering operations, asset management, contracting and procurement. ?BS in engineering, transportation or urban planning, statistics or related field ?Experience with conducting quantitative analyses ?Experience as liaison with diverse groups ?Progressively responsible experience in business planning or policy making  
Special Requirements
Valid Driver's License required. Fingerprint based background check, references, work history, and DMV records check will be conducted. This position is considered essential and the selected candidate will be required to work outside normal hours in emergencies, inclement weather, and heavy traffic conditions.
